Project ForeSight: Enabling safer, smarter response with next-generation tools for first responders when every second and decision counts

The ForeSight project is organized into seven key Work Packages (WPs) to systematically develop advanced tools and services for first responders. It begins with WP1, where end-user needs and relevant use cases are mapped, and an analysis of current and emerging response technologies is conducted. Insights from WP1 shape the requirements and specifications for ForeSight’s tools, aligning with operational scenarios that include low-visibility navigation, logistics management for delivering heavy equipment, and situational awareness enhancement. An initial user requirements draft is due by Month 6, guiding the component prototype development process, while WP1 and WP5 continuously support technical advancements.

Core ForeSight capabilities are developed through WPs 2, 3, and 4, including innovative LiDARs, illuminators, and beacons. These technologies transform first responder apparel, UAVs, and fire-truck equipment, incorporating advanced data fusion and feature extraction for augmented reality (AR) and heads-up displays (HUD) that enhance navigation, mapping, and object detection in challenging visibility. Additionally, the Command, Control, Coordination & Intelligence (C3I) and Incident Management System (IMS) provide a unified operational view to support real-time decision-making and collaborative incident management.

WP5 initiates at Month 12, encompassing an integration, testing, and evaluation program that includes lab tests, an Integration Workshop, and two field test series, scheduled to deliver integrated tool prototypes by Months 18 and 34. Complementing the technical work, WP6 and WP7 cover ongoing project management, compliance with social, ethical, and legal standards, and high-impact dissemination efforts. WP6 further drives ForeSight’s communication strategy and business development, aiming to secure strong market integration.

Work package WP1
User Needs, Tech Specifications & Integration Activities
WP leader: THW
This work package aims to:

  • Conduct an in-depth analysis of current and emerging technologies for first and second responders, creating and publishing a comprehensive mega-inventory.
  • Facilitate connections between end-users and the project’s technology partners.
  • Establish the operational and technical framework necessary for the development and evaluation of ForeSight technologies.
Work package WP2
Last-kilometer logistics management and SA using heavy-lifter drones
WP leader: ALTUS
This work package aims to:

  • Enhance situational awareness, tactical reconnaissance, and last-mile logistics by developing a range of custom-designed heavy-lifter drones (with capacities exceeding 40kg and 100kg). These drones will be deployed for various response tasks, including the delivery of heavy equipment and emergency relief supplies, capturing high-resolution images and videos for 2D/3D reconstructions of the entire event area using both conventional cameras and LiDAR technology developed in ForeSight. Additionally, the drones will be used to drop Fire-Fighting Bombs (FFBs) containing fire-retardant material and to detect and identify personnel (firefighters and citizens) within the hazardous zone..
Work package WP3
Development of novel LIDAR sensors, illuminators and beacons
WP leader: ALPES
This work package aims to:

  • Develop novel high-power lasers that emit in the mid-infrared spectrum (9 μm and 4 μm at 4 W).
  • Develop high-performance ForeSight LiDAR devices (SWIR, LWIR, and flash).
  • Develop an innovative active illuminator and imager.
  • Develop a customized mid-IR beacon device.To develop the novel high power lasers emitting in the mid-IR (9 μm and 4 μm at 4 W).
Work package WP4
Command, control, coordination & intelligence (C3I) capabilities
WP leader: ASTRIAL
This work package aims to:

  • Fuse and provide meaningful representations of LiDAR sensor data.
  • Enable multi-agency collaboration in Incident Management, enhancing the common operational picture through HUD/AR/Tablet/Monitor views.
  • Deliver actionable intelligence, along with effective and interoperable resource, logistics, and information management across all stakeholders.
  • Enhance sensing and decision-making capabilities.

Physical Integration, Testing and Evaluation

This work package aims to:

  • Deliver a comprehensive program for Integration, Testing, and Validation activities.
Work package WP6
High Impact Creation: Dissemination-Communication-Exploitation
WP leader: DIPA
This work package aims to:

  • Raise awareness of ForeSight’s objectives, scope, and outcomes among relevant stakeholders by planning and executing targeted communication, dissemination, and exploitation activities.
  • Facilitate stakeholder engagement and network-building, focusing on European and international stakeholders and networks.
  • Develop a robust business and exploitation strategy to support the commercialization of ForeSight outputs.

Consortium Management & R-I Development Coordination

This work package aims:

  • Provide leadership, governance, legal and ethical oversight, technical and scientific coordination, and management support for project ForeSight.
  • Ensure the inclusion and consideration of the project’s external expertise.
